I left the area and disconnected my computer along with the power supply. After returning two weeks later, I reconnected everything and powered it back on. Surprisingly, it started up briefly, paused for a moment, and then began functioning again. It sounded like attempting to start a vehicle in freezing weather. The case fans and CPU cooler activated. The monitor displayed "no signal." The GPU emitted a white light. The power button remained inactive even during operation. I repeatedly turned the PSU on and off without changing the outcome.
Attempt to activate the system without a discrete GPU by connecting the display to your motherboard's output port. You should see the display using the integrated graphics. What is the age of the power supply unit in your setup?
Disconnect the system from the wall and the display, remove the CMOS battery, then press and hold the power button for 30 seconds, after which replace the battery. Try again.
It seems my CPU or its connections are faulty. I have four lights on my motherboard that activate when any of the CPU, DRAM, VGA, or BOOT functions fail. The CPU light is on. I still can't determine what the fans run when the power supply is active, but that doesn't seem important anymore.
