Absolutely losing my mind over this. It's been happening for about a year and has gotten worse.
Computer starts up and is very slow. The loading symbol is also laggy (so is the bios). Takes about 30 seconds - 1 minute to get to windows login (which is very long). I'm greeted by the windows login sound that is stuttery. I'm on the desktop and I move my mouse and it jumps over the place. The computer is clearly micro freezing/stuttering/hitching. I can load up games and play videos and this issue persists. The video/games will also micro freeze every second. No other issues. It definitely feels like a micro freeze instead of a stutter. CPU usage will spike slightly (+10-20%) when it micro freezes. Sometimes the freezes can get much worse, they can last a few seconds. That's rare though.
Sometimes the issue may disappear after a few minutes, but usually I need to restart my PC. I restart my pc and after the first restart (still loads up slow) the micro freezing usually disappears and then the computer works perfectly. Sometimes it may need more than one restart.
When I leave my PC on and turn off my monitors for an extended period of time (overnight), when I turn the monitors back on it's a 50/50 chance that the micro freezing will appear and then I need to restart my PC around a half dozen times for it to be normal. Other times it's perfectly fine and I can game on it for days without needing to restart.
It's important to note that the ethernet adapter on the MB doesn't work, so I had to get an expansion card. This leads me to believe that the issue is with the MB, but it's impossible to verify that without buying a new MB.
1. I've reformatted, issue still happens.
2. I've removed and redownloaded every driver.
3. Bios is updated.
4. Done CPU/Ram/SSD checks. All good.

CPU: Ryzen 7800x3d
GPU: RTX 4090
RAM: 32GB RAM @ 6000mhz
MB: Gigabyte x670 Aorus Elite
The dead ethernet port and these symptoms suggest the motherboard might be failing, possibly due to bad traces or chipset issues. The X670 Aorus Elite had some early revision problems, so consider returning it if under warranty or upgrading to a new board—other components seem fine.
