Computer running even when idle and experiencing freezing problems?

I assembled my PC in 2017 with these details:
Mobo: Asus Strix Z270F
CPU: i7-7700k
GPU: GTX 1070 8GB
RAM: 16GB
HDD: WD Blue 1TB
SSD: 2 x Kingston 120/480GB
PSU: Corsair CX750M
Cooler: bequiet! Dark Rock Pro 4
Recently, it began producing a buzzing noise whenever it was on. I attempted to pinpoint the source but found it unclear, possibly near the GPU or CPU area. The fans weren’t spinning, so I suspected the GPU might be involved. Parts were running at normal temperatures—CPU at 40°C, GPU at 45°C. However, when I lightly tapped the Dark Rock heatsink, the noise ceased, but the PC froze instantly upon a hard restart, taking 20-30 seconds to respond.
Any suggestions or assistance would be greatly appreciated. Thank you.
It might be necessary to swap out the fan on the CPU cooler, as it is the only moving component. You can look for replacement parts here—it provides a list of your cooler: https://www.bequiet.com/en/contact/spareparts. Have you cleaned the cooler? It could simply be dusty.
