Referring to the title, I shifted my computer while setting up a new desk, then restarted everything. When it boots, the display flickers and goes dark. An HDMI cable connected to my graphics card shows a green screen. My card is an AMD 6650; I can bypass the login but it immediately turns black afterward. Outputs were 2 DPI and one HDMI in 4K.

It sounds like you're experiencing an issue after logging in, where your screen turns black. A newer Windows update might help resolve this problem.

I can start up in safe mode without issues. It might be related to the graphics card being unstable, so moving it in and out could help determine the cause.

I managed to start the game without any action, but as soon as I opened Borderlands 3 the screen went black and the system stopped working.

Finished a fresh Windows setup but now experience more game stuttering than before. My 3DMark rating dropped and my FPS in Borderlands 3 is a bit lower.

Check if your GPU is plugged straight into the PCIe slot or uses a riser cable to connect.
