Where is your brother's signal coming from? It's possible something in the walls or ceiling is affecting the connection. Sometimes it's tricky to pinpoint exactly what's causing the issue. You might want to move your PC downstairs nearer to the router and see if performance improves. If it does, consider using a USB extension cable (if you don't already have one) and test the adapter in various locations to get the best signal.
