The setup isn't surprising. Ryzen's speed relies on a modest CPU clock (around 3GHz) and RAM that runs at 2133MHz CL15, which is the slowest available DDR4 kit. This weak single-core performance will noticeably affect gaming results. Avoid pushing the CPU beyond its limits with this motherboard unless you're comfortable risking the VRMs. For top-tier refresh rates, Intel's 8th generation CPUs (like the 8600k/8700) are recommended. Even the slower 8400 still outperforms most Ryzen options in this scenario.

I notice significantly more frames when using a 580 with an 1700 at the same setting, especially at 3.9. The graphics card seems to be experiencing issues.

Get the DDU tool and execute it to delete leftover files and junk. After that, restart your system and reinstall the Nvidia drivers.
