I own two HDDs. One is a 1 TB drive with Windows 10 installed. Recently I realized that my 250 GB HDD has only 242 GB available, so I formatted it, but I didn’t notice the boot sector was on that drive. Now Windows won’t start. Please note: I ran bootrec /fixmbr, boot, and rebuildbcd, but it didn’t help. I don’t want to reinstall Windows.

No other options exist. You took off the windows. Probably reinstalling them next.

Looks like you will have to reinstall, no way of recovering the lost data

Yes, there are methods to recreate the boot sector depending on the situation.
