I recently sent my PC to a new location. After plugging it in, it booted into the BIOS on the first try. I turned it off, reinstalled the SSD, and restarted it. When I came back, the same issue occurred—loading directly into the BIOS. I attempted to reinstall Windows from a bootable USB drive, but that also failed, displaying an error code: DRIVER PNP WATCHDOG. The BIOS correctly lists the CPU, RAM, and drives. I’ve tried resetting the CMOS and even changed the BIOS settings back to defaults, but nothing resolved it. If anyone knows how to fix this, I’d really appreciate it.

I re-seated the RAM and it resolved the issue. It seems two errors were building up. The RAM was a bit loose, which also made boot time into the BIOS unusually long. This likely contributed to the "Driver PNP Watchdog" error. There was also a power outage after setting up my PC, which probably damaged the MBR on the SSD. After reinstalling Windows on the second SSD, all the original data remained intact and everything worked properly. This thread can now be closed.
