Adjust your bios by setting the voltage range to 1.34-1.35, configure the SOC to 1.1, and then turn on XMP check to see if it functions properly.
No adjustments were made. Bios were already current, voltage was set at 1.35 (tried 1.34 too), and SOC remained at 1.1. Attempted manual changes but they didn’t work.
I don't notice any information about ram ratio or dram boot voltage in my BIOS.
From the CPU-Z image, your DRAM operates at DDR4-3000 MHz. DDR4 RAM uses double data rate, meaning the actual speed is 1500 MHz, which equals 3000 MHz effectively. The Ryzen processor prefers even-numbered RAM timings, so it switches to CL16 instead of CL15. Alternatively, you can run it at CL14. AMD Ryzen chips and "geardown mode" are also options.
