Typically modern motherboards work with any PCIe graphics card. PCIe supports both past and future versions. Because the B460M only uses PCIe 3.0, the GPU would operate in backward compatibility (also PCIe 3.0). With just 8 lanes instead of the full 16, there might be a slight bandwidth limit compared to boards featuring PCIe 4.0 x8. In general, this shouldn't be an issue for most GPUs.

Would receiving this GPU result in typical performance? I wouldn’t expect anything like -20fps.

Based on what I've observed, the chip performs well under PCIe 3.0 constraints. However, with the RX 6500 XT it drops significantly due to its x4 interface, resulting in notable performance loss on PCIe 3.0, making a PCIe 4.0 motherboard or CPU essential for that model.
