Choose a superior CPU cooler and thermal paste such as Arctic Silver 5. For budget-friendly air cooling, the CoolerMaster Hyper 212 EVO is a solid option. Avoid water cooling unless you're using a K-code chip.

The aftermarket cooler for that CPU seems excessive. A stock cooler should suffice. The main concern is noise, which might be the only factor affecting aftermarket choices.
