I have an i7 6700k processor with an Asrock z170 k4 motherboard. I aim for a speed around 4.5ghz to 4.7ghz, depending on the specific chip, as I've heard about the silicon lottery. The Fortis 3 looks promising—it seems to be a better cooler and a superior alternative to the Cryorig H7. Can it reach that overclock? If not, what about the DeepCool Gamer Storm Assassin II? If the Fortis 3 can support the CPU, would there be any advantage in choosing the DeepCool model? What other coolers should I look into at these prices?

I haven't tried the Fortis 3 cooler yet, but I've used the DeepCool Gamer Storm Assassin II. It's a decent cooler, though I don't think the price is worth it for a second purchase.

I understand the appeal of noctuas coolers. The issue is they are pricier than the deepcool, which is actually 25 euros more. I found the deepcool for a much lower price at 66 euros, while the nh d15 costs 90 euros. I can't afford the noctua. The only cooler that significantly outperforms the fortis 3 at a fair price was the deepcool. Should I spend more on the deepcool or choose the fortis 3?
