I didn't enjoy BF4 as much until I upgraded to premium, after which it became much more appealing. I've always appreciated it since then, and I enjoy playing it frequently. The game has consistently offered a smooth and stable experience, and my performance remains fairly consistent across matches with my usual playstyle.

If you find BF4+Premium discounted at $20, I’d suggest going ahead (it usually drops often). If not, BF3 works just fine without DLC, as many servers run on the base game. You can look up BF3 and BF4 servers online—they’re all publicly searchable. For BF3, visit http://battlelog.battlefield.com/bf3/servers/ and for BF4 at http://battlelog.battlefield.com/bf4/servers. Use filters carefully; BattleLog can be tricky with server listings. You could play BF4 without DLC too, but getting it on sale for $20 plus DLC is a solid deal.

BF3 is decent, but BF4 fell apart right from launch due to numerous issues. Those bugs really hurt its reputation. Even though I had time in BF3, the problems in BF4 made me avoid it. The Hardline release still feels like a rebranded version of BF4, which I find amusing.
