A few 2x16GB units work as dual rank, but any 4x8 configuration is also dual rank. Suggest using four dimmers.

2x16GB is simpler to install than 4x8 because most motherboards use a daisy chain setup.

Issue is achieving a dual rank with two 16GB modules unless using premium memory sets that are exclusive to Samsung B-die. Or you can purchase used units and inquire with the seller, which is another viable choice.

All premium kits come with dual rank B-Die outside Ballistix max (rev B), while single rank units are single rank. I’m worried you might run into many single rank 16GB sticks at the entry level, as most will be dual rank. Standard Ballistix 32GB models offer dual rank rev E, which is another possibility.

If they can produce fast 16GB or dual 32GB sticks, then some dies might end up in slower, more affordable categories. Ballistix max and elite may not be as uniform as thought.
