Turn it off completely.
Sleeping lets you pick up right where you left off, almost instantly. It's faster than restarting the whole system.
You can activate it through the power options, or configure it to start automatically after a set period (like 1 hour or 3 hours).
You don't need to shut down the PC at all, but this is the usual and safest method.
There are a few minor effects when you sleep, but they're generally harmless. If everything runs smoothly, you can choose sleep over a shutdown.

I've relied on sleep for many years. I don't mind the small amount of power it consumes. HDDs are turned off just like a power cut. I prefer my PC to start smoothly in the morning without any delays from turning on. I also use a costly UPS, so I'm confident the power reaching my PC is clean and steady.
If your mains power isn't reliable, then turning it off seems like the best option.

Even considering electricity costs, you'd only pay around $16.80 a year (about $1.40 per month), assuming you keep the computer in sleep mode for 20 hours daily and reside in Hawaii.
If you're in a location with higher average electricity rates, the cost drops to $5.75 per year ($0.48 per month).
In most cases, neither amount is significant and if it is, you're likely in a tough spot.
Shutting down would only be better than putting the computer to sleep if your area has unstable power.
