is the fan the sole distinction between these two?
the universal is $15 less than the ultimate, and i'm trying to save as much as possible. if i have a ryzen 1600, will that keep it under 70c?
i'll also overclock.

Because of the compact fan layout, the universal model runs about 1-2 degrees warmer. Still, it's not a big issue—still acceptable.
The Wraith Spire cooler included with the 1600 performs just as well. If you're looking to cut costs, I recommend opting for the standard cooler instead of the additional one.
