If circumstances had changed, it would have been a terrible offer. Right now it's just average at most. It's wiser to purchase a GTX 780 on eBay for roughly the same amount. You won't receive ongoing driver support, but if something prevents you from using the 780, you wouldn't be able to run it on the 1030 either. Regarding the CPU, six cores aren't necessary for your current needs (though extra cores are handy). The 5600X would clearly outperform others. With GPUs prior to Turing (except for 1080 Ti) you'd struggle to find noticeable differences between them. Personally, I'd opt for a 4790K on eBay and something near a GTX 1070 or 1080 if you can secure good prices. It should be comparable in cost but offer better performance and NVENC support for smoother streaming.

Look at used GTX 750 TI listings to see current prices. Buying from local markets or eBay often offers better value than the GT 1030 for similar performance. I’ve played many of your games with my GTX 750 TI and am very happy with how it performs. It seems the GT 1030 doesn’t include NVENC support—checking sources confirms this.
You can also discover good prices on older Quadro cards. The K2200 outperforms the GT 1030 and is currently listed around $100 used on eBay. It offers 4GB of GDDR5 VRAM, allowing you to play modern titles at 1080p with modest settings and frame rates—no need to deal with the limitations of a 2GB VRAM DDR4 version.
