It's challenging to push Skylake-X processors beyond 5.0GHz due to limited overclocking potential. The move toward a HEDT platform offers more lanes but reduces the margin for further tuning. As for Cascade Lake-X, there may be improvements on the horizon.
Skylake-x builds are derived from Skylake cores (possibly later Kaby), not Coffee Lake. Regarding the 9800X series, I'm still uncertain. Overcoming the challenge of reaching 6700k near 5 ghz was tough. Disregarding ring mesh problems, achieving a high core count within the same voltage and speed margins is difficult. Intel ensures packages have consistent VID and overclocking ranges for each die. Securing 16 cores capable of 4.8 ghz at 1.30v is significantly more demanding than getting 16 cores at 4.4 ghz under the same conditions.
