He handles gaming tasks quite well with the 4790k, though the other rig feels outdated. I wouldn’t say it’s amazing for streaming—it’s okay but not top-notch. If he wants to improve, a capture card would get him going right away (he mentioned CS:GO and needs only a 1060). The alternative is swapping everything and getting new gear, which takes more time. Overall, go with the 4790k and 1060 for now—it’s sufficient.

You can simply encode using NVENC or quicksync to maintain great streaming quality. It’s unlikely the viewers will notice any difference, especially given that many stream at lower resolutions because of poor internet connections. The main reason to invest in a high-end setup is when it’s essential for your job and you earn significantly from it.
