The CPU is running at a low temperature and isn't overheating. Only one LED is functioning. The system isn't starting.

I don't know what you're referring to when you say back resistors. If you mean the components inside the cpu socket footprint, those are not resistors, those are mostly surface mount ceramic capacitors, which are there to make the voltage produced by the VRM circuit more stable for the processor. The number of capacitors doesn't tell you anything, because one design could use fewer ceramic capacitors but with bigger values, or they may have ceramic capacitors on both sides of the board, hidden under the plastic of the cpu socket for example. The cpu compatibility page on Asus website says that AMD A8-5600K (AD560KWOA44HJ, rev.A1, 3.6GHz, L2:4M, 100W) is supported starting with version 0206 of the bios, and AMD AthlonX4 860K (FM2+, AD860KXBI44JAA, 4C, rev.A1, 3.7GHz, L2:2M, 95W) is supported starting with bios version 0601 You can go in the Downloads section for this motherboard and see when those bios updates were released: https://www.asus.com/uk/supportonly/a88x...desk_bios/ 0601 was released in 2013/11/05 , 0206 is too old to even be listed on the site. So if you want to use the 860K cpu, make sure your bios is at least version 0601 - there's at least 19 bios updates, latest one is from 2017 There's even a bios that explicitly mentions "improved compatibility with 860k" , version 2001 from December 2014... but I'd update to the latest version of the bios. I'm not sure the bios can read USB sticks, or if you can update the bios directly from BIOS, but you could modify a FreeDOS bootable CD image to put the unpacked bios files and the bios updater dos tool (in the downloads > others section) and boot from the FreeDOS cd, choose to go in command line, go to that folder with commands like CD (change directory) and then use the bios update tool to update your bios)

Need to utilize a voltage meter and activate the BIOS chip. Repair is essential. Please let me know.

Processor is overheating. Cooler is rotating fully. Power supply is active yet hard drive indicator is inactive. Connectors for USB, keyboard, mouse are not transmitting signals. VGA and graphics card connections are also missing signals.
