Basic question. I plan to purchase a Ryzen 5 3500X since my PC is mainly used for normal games like Apex Legends and Rainbow Six. I heard it costs around $3100—should I wait? Or should I hold off until the 4th generation? Currently, I’m using a 1200 series. What are the key differences between 4C/8T and 6C/6T models?

You won't find a 3500x without a prebuilt unit. The best choice is 3600(x), especially if you're focused on gaming or willing to wait—prices are expected to improve.

6 cores are better. If you can wait for the 4000 series, that's the best bet. Or if you can afford a 3600. Readily available, just not in the US.

I evaluated 3500X and found it suitable for gaming, though it lags in video editing tasks. https://www.youtube.com/watch?v=YI9Lyfu5RAU and https://www.youtube.com/watch?v=b2Y7zaL7k7Y. In my view, the 3100 model is superior. Why? It handles more threads (8 vs 6) and offers better overclocking potential with the newer ZEN2 revision (4.2-4.4GHz). The 3100 is also more affordable than the 3500X, which has been restricted on AliExpress.
