It's perfectly acceptable to have 16GB of RAM for gaming, and a 4000MHz memory speed is irrelevant if you're using an AMD platform.

32GB at 3600MHz works well for gaming. If you aim to push the system further, targeting 3800-4000MHz before stability issues arise is recommended.

You have 16GB of 3200MHz RAM. Adding more memory won’t make a big difference. Many systems already use under 8GB. Higher speeds mean increased delays, so 3600 and 4000 MHz are usually unnecessary.
