I've been trying to grasp this using unreliable internet sources. I'm assembling an old PC for gaming, but some issues have held me back from purchasing any motherboard. My initial research suggested that OEM motherboards are available and that activating Windows would be possible since the original key isn't present. That's what my understanding led me to. Nowadays, I've gathered enough accurate details to make sense of it. The license type is OEM, not the physical board itself. If I buy a new motherboard—like a Dell Optiplex—and get an OEM license, swapping it out would cause compatibility problems and require a new key. For a second system, I can proceed. The second time I purchase a license, it's retail. If I need to replace the board again later, it should work with the new one. Apologies for the lengthy explanation, but I hope this clarifies my situation. I'm careful not to spread misinformation.

The focus is on what's limited, not the motherboard. Any retail key works with any OEM board. You must avoid using an OEM key on a retail board—only the correct brand is allowed.

If the case still carries the key sticker, that could be advantageous as you might be able to re-activate it using that. When purchasing a new license, you have the option to choose between OEM and Retail. OEM licenses are more affordable but remain permanently linked to the motherboard. Retail keys can be moved to another board, allowing them to be reused.
