I examined the feedback, but it seems the review was written when there was a notable price gap between the 7900X and 9700. The concern is whether you should aim for a more capable cooler for the 7900X, which would raise the cost, or if enabling PBO could also justify that upgrade for the 7900X.

At stock R9 it's quite simple to cool down, but as you begin adjusting temperatures things get tougher. That tiny hockey puck won't help much.

If prices match, the 7900 seems more practical because of the improved case design. Even if you don’t plan to use it, you can list it, as the Wraith Prism is somewhat sought after on the used scene, or keep it for future reference—especially useful if you switch to an AIO and need a replacement pump. You’d likely want a higher-quality cooler if you turn on PBO. The 7900X draws 230W under full load, so a dual-tower setup would be necessary. Cheaper alternatives exist, like the Thermalright Peerless Assassin, though they raise the overall cost. An AIO would also be more costly again.
