Visual Studio Community swaps in Express. It's the Professional edition of Visual Studio, but free to use. It offers the same tools, including extensions (though without MSDN support).

Specifically, it's suitable for:
- Personal or commercial projects with unlimited licenses
- Open-source initiatives, even for large organizations focused solely on open source development
- Educational settings, research, and academic work
- Small businesses with under 250 computers or less than $1M annual revenue
- Free for personal use, and companies can get 5 free licenses for commercial applications
