I've just completed my latest setup. I currently have a 16 GB (two 8 GB) DDR4-3600 RAM package. I still have an unused 8 GB stick from my previous machine, which runs at 3200 MHz. Should I combine both in the BIOS to boost the speed to 3200? Would the slower performance be justified by the additional memory?

It's not about prioritizing speed above all else.

This depends on your workload, but you might be able to achieve it between 3200 and 3600.

Adding a single extra stick would probably make your system operate in single-channel mode. This isn't ideal for efficiency.

He could be using a triple-channel motherboard which enhances speed.
