Someone can verify if merging two USB internal 4-pin headers into a single 9-pin header is feasible by checking technical documentation or forums. No references were found to support or refute this idea.

I can handle that. The cases I reviewed include only four-pin front USB connectors, while yours require connecting two of them into each nine-pin A connector. Each USB port has four pins, and the fifth pin prevents backward insertion.

The USB 2.0 header layout shown is this configuration: NC indicates no connection (often left empty, but may link to GND). The key is the missing pin. Red wire carries 5V, black is GND, white wires are DATA lines (white), green are DATA+, and P0+/P1+ are data plus. Each row represents a USB port. Wires can also fit into a USB 3 header, though one row shifts by a pin position.
