A fresh power supply unit won't alter anything. If it bothers you that much, you might attempt an RMA, though not every brand will consider coil whine a legitimate reason for returning the product.
Coil whine relates to how inductors or transformers oscillate at frequencies within the range humans can detect, typically between 20 Hz and 20 kHz. This explains why it sounds like a high-pitched noise that can be annoying. The level of coil whine also changes depending on the load the component is handling—you might notice it when the graphics card is under heavy use or when it’s not. If you reduce fan speed and stop using speakers, you may hear the whine from the graphics card, but it doesn’t bothers you.
