CoD Advanced Warfare is heavily reliant on CPU performance.
You're complaining about CPU temperatures staying below 60 degrees, but that's not a big deal.
You experienced some crashes, but they weren't severe enough to end your enjoyment.
In a game that requires more GPU power, your CPU might run at lower usage percentages because it's often handling the graphics. If "good looking" refers to more demanding visuals, that usually results in reduced CPU activity. With an updated profile, an R9 270 will likely push hard to maintain 60 FPS. In games where the graphics card isn't overworked, the CPU can operate more intensely, leading to higher usage and slightly warmer temperatures. A temperature of 59°C is still manageable.
It begins to slow down around 59°C. On BF4 after maxing out, I had to set the aa to 2xms and it stabilized at 60 fps.
