Initially the SOC voltage doesn't have to be very high; it's most consistent near 1.1V. Regarding the core clock, idle clocks aren't significant because Ryzen doesn't control clock speeds and voltage like Intel does for power efficiency, though it might stem from relaxed power constraints and additional internal adjustments. Certain boards implement this even though it's not ideal technically.
