i7 6800k 4.3ghz 1.28v Asus x99 strix Corsair h115i
Original title plan changed to reflect actual performance during testing. The clock speed fluctuated between 269 MHz and 4300 MHz, similar across all settings. Windows is running at maximum performance with the CPU at full capacity.

just place hwmonitor next to cpuz they appear to be polling/monitoring/reporting at varying speeds/intervals for a reason
but my assumption is we're seeing fraction of a second drops i don't think it's actually that low
my thought is it might relate to how often the cpu speed is being read

Package temperature ranges from 35 to 45 degrees Celsius. Cores maintain between 30 and 37 degrees Celsius.

I'm trying to believe it's not a big deal since I don't see the computer slowing down or any issues.
I've tested it on Realbench for an hour without any crashes or errors, and the performance stayed consistent.
However, the software would halt due to an error within about four minutes.

Consider if it really dropped that low, you'd definitely notice
and honestly I don’t want to push my CPUs too hard just to test them. Some folks think it’s necessary, but personally I prefer not to push them that far.
If overclocking never caused any crashes in real life every day, that would mean it’s stable for me.

Yeah, there were no blue screens and the temperatures stayed around 60-65 on full load. I'm really pleased with how it turned out, especially since this was my first build. But you've read a lot about stability and all that.
