My PS2 stopped working and I can’t run old GTA titles like GTA III, VC or SA. I bought them on Steam, but they’re stuck at 30fps. Turning off the FPS Limiter causes issues. I’ve looked into some fixes, but all the advice seems unreliable.

Due to the design of the games, attempting to bypass the FPS cap isn't recommended. The RenderWare GTA titles were intentionally built for 30fps or lower, and pushing beyond that consistently fails. It's disappointing to share this, but at least you shouldn't face major issues keeping the frame rate steady on those experiences... I hope so.

Sure, but keep in mind when you use it every day at 120hz, I can’t handle the 30Hz limit. Maybe fixing my PS2 would be better than using it on my PC.

Honestly, returning to the original PS2 versions isn't necessarily the ideal path for experiencing the GTA titles.

They perform poorly on the PS2. While designed to match the game's aesthetic, San Andreas notably suffers from a very inconsistent frame rate.

I don’t have real-time access to current PlayStation Store listings, but you can check the game’s page there for details about its platform availability and any region-specific features.

Uncertain about PS3, yet SA reaches 30 on PS4, though the frame speed is terrible, as I recall.

It's surprising how well San Andreas ran on a premium mobile device. Playing with a controller made it really fun.

I think so mainly because SA performs poorly on PS2 and PC. I’ve heard it works okay on Xbox, though I guess the mobile versions could be better.
