I checked the game details. It seems to be designed for multiplayer rather than singleplayer. If you need a version without DLCs, you might want to get it from Epic instead.
It's a matter of preference. You exchange the map with fellow "civs." In single-player mode, opponents are AI-driven. For multiplayer, they're managed by actual players.
