I use nearly identical settings and have observed that turn times after pressing enter are significantly faster on my home PC (3770k @4.6ghz, GTX 970,8gb).
My dorm PC (R7 1700 @4.1ghz, GTX 1080,16gb) shows similar results, with turn times around 2 minutes on the dorm and 40 to 50 seconds on my home PC.
Both setups perform well, though the home PC runs much quicker.

That timing is mainly shaped by single-threaded speed. Even though Ryzen has improved since the Bulldozer era, it still falls behind Intel in clock speed.
Although the turn times depend mainly on the CPU, I believe the Ryzen configuration shouldn't be overly slow. Its IPC should match Haswell's, and even a small difference like 0.5 GHz would only add about 5 seconds to completing a turn. A 200% or more variation doesn't seem reasonable.
To test this further, I'm considering forcing the processor affinity—using Task Manager to select only CPUs 0-7 or 8-15—to see if performance improves.
Dorm PC is equipped with M.2 SSDs for the operating system and Seagate Barracuda drives for gaming.
Home computers operate entirely on traditional hard disks.
