I'm facing problems with Cities Skylines lately. My game consistently runs at 30fps instead of higher, even in areas without any buildings. I've adjusted all settings and turned off mods, but it doesn't improve. My PC specs are an i5-4460, 8GB DDR3 RAM, GTX 960, and 4GB VRAM. Please help!

Yes, VSync is enabled and I don’t artificially cap FPS during GeForce Experience.

this seems like setting the refresh rate to half speed on VSYNC. Open NVIDIA Control Panel, navigate to 3D Settings, and look for the VSYNC section there (it might have a different name in your version). Select "Cities: Skylines" and adjust the settings as needed. You can also reset everything back to defaults if desired.

The issue might be related to the adaptive VSync setting you enabled via NVIDIA's control panel, as it can override or conflict with your game's settings.

It depends on the buffering setting you choose. Typically AVS will cap at 60 if it's higher, or it might keep running if it's lower. You can also try limiting it to 30 and then turn it off.

I understood it from Ben Dover's advice—it was running at a reduced refresh rate because I reset my PC settings to defaults. Everything is working now, no problems, thanks for your support.

I haven't installed a contemporary graphics card, so I'm unsure—but could it be that you've limited the frames per second on your GPU?
