Chromium doesn't enable virtualization out of the box; you must develop it yourself with proper support. It also appears VirtualBox isn't compatible with Chrome OS, so you may need to "dual boot" Ubuntu using Crouton to run Chrome OS alongside VirtualBox without restarting.
