Chrome OS will run smoother on low end hardware. Normally i wouldn't recommend chrome OS because there is always that one thing you need and can't get on chrome OS. But if you don't have another 100 lying around, go for a chrome laptop.

It’s not too bad, but the smaller display might irritate you. I’d probably browse eBay for options like a Latitude E4310 or a Thinkpad T420, since they usually match the price. You might have to search a bit to find something in good shape, and without solid-state storage it could feel a bit limiting.
