I need a solid, reliable connection across all three levels. Given your setup and budget, a mesh network would be ideal but might feel excessive for your needs. A stronger router with better coverage could work better, especially since you're considering a long-term plan and might upgrade later. If staying under $300 CAD is crucial, look into affordable Ubiquiti solutions that offer good range and performance without breaking the bank.

It's tough to judge without more details about your setup, but a second-floor area usually works well. With a router already in place, just add an access point—like the UniFi AP 6l—so you can expand later if necessary.

I’d also require a POE adapter if I obtain the AP6 LR. I’m not sure the Home Hub 3000 handles POE, so I’m verifying that now. The Unifi POE adapter isn’t available at the moment.

I've never really liked Mesh for home or small business setups since I don't see the real issue it addresses. Unless you need those additional two spatial channels on the Pro and LR models, I'd stick with a few AP lights and a compact PoE switch.
