I'm from India and planning my first gaming PC under Rs 35000. I'll match the processors with GTX 1650 Super. The PC will be used for -gaming at 40%, learning game development, utilizing Unity/Unreal at 40%, editing gameplay at 10%, and streaming games at 10%.
Likely not hoping the price drops back to $85 so things make sense. I’m facing the same situation—wanted a 1600af until it rises. My friend is thinking about an i3 9100f, but I doubt it’s the best long-term choice. I’m weighing raising my budget further and getting a 3300x and x570 board to possibly upgrade to Zen 3 later.

I’d choose a 1600. It gives solid results too. You can get good performance from them as well. My 1600(AE) is set to 3.7 at normal voltage using the stock wraith spire cooler. I’m really satisfied with it. Plus, there are now 50% more threads available instead of being wasted.
