DRM stands for Digital Rights Management. It means GOG isn’t forcing you to sign in to check ownership. You might need a product key, but it doesn’t reach any servers. Steam also uses DRM (alongside Origin and Uplay); it’s a system that supports its presence and has won many users. You’re not depending on GOG to send the game files after the first download. You can usually save your installer or copy it to a disc. Any game, likely as an .exe, can be added to Steam as a Non-Steam Game. When you use the Steam shortcut, the chat overlay should appear and friends will notice you’re playing. To set this up, go to Steam’s Library, click “Add a Game” at the bottom, and select “Add a Non-Steam Game.” Find Witcher 3’s .exe file and add it.
