Fallout 3 and Fallout 3 both work well, but Fallout 3 offers the most engaging experience. Edit: (I know I played both games, and Fallout 3 really captures the post-apocalyptic vibe)
We're discussing the GOTY and Ultimate versions, correct? If not, I wouldn't suggest getting the base games without the DLC. For the DLC editions, I'd recommend Fallout 3 based on personal preference. I suggest waiting until the Summer sale so you can get them both for around $5 each—they've dropped that low before. Your decision on timing is up to you, but if you're buying now, Fallout 3 would be my pick. Also, Fallout 3 and New Vegas have known issues (mainly crashes), but there are fixes available. I found it simpler to modify FO3 than NV, but I think the world in NV is much better.
Simple choice. New Vegas. Improved in every aspect. Enhanced narrative, side missions, characters, adjustments to the system, and most importantly, it captures the right Fallout vibe and humor. Plus, significantly better DLC content. Old World Blues and Lonesome Road, epic.
I chose Fallout 3, though New Vegas might be the superior title.
