Windows Server 2012 R2 is the ideal choice. You’ll need two licenses since one covers only two CPUs.

It doesn't function this way. If the version can't handle the required number of physical sockets, you need to upgrade. Adding more licenses won't resolve the issue. Refer to the attached PDF for details. Windows Server 2012 R2 Products and Editions Comparison.pdf

Linux is a great option—it doesn’t rely on all the hardware jargon Microsoft uses, and many Steam games work with it. I use it with my PowerEdge 2900.
