Click the desktop, choose Personalization, and pick the Windows 7 theme. You’ll need to revert to your original wallpaper later. The current view is Windows Classic; ensure you choose Aero Themes instead of the Basic or High Contrast options.

You started in Safe Mode to avoid issues from background services. All settings were stripped down, and if you noticed it on the wallpaper, that’s the setup.
