For a streaming setup, opt for a 5700X or 5600X. Streaming generally doesn’t strain the CPU, especially when using the GPU. If your CPU handles streaming alongside the game, it should manage multiple cores easily.
Neither, since it's a secondary PC for streaming, any decent CPU would do like R5 5600, just make sure that it has a GPU to record and stream. Building a new PC with 5900X/5950X nowadays is terrible, 13600K/13700K is cheaper, newer, have more cores, and much faster than those two.
I understand you're not in favor of buying a new build with those specific numbers. However, I already have the motherboard and everything else ready. The 5900x and 5950x are the only CPUs available locally right now, and I don't want to take the risk of going second-hand because I've had issues before. Also, since 5600 would cost around $130 but isn't easy or quick to get, I think sticking with the 5900x makes sense.
I think I should try 5900x because those are the only choices left for me right now. The rest aren't available nearby.
