So, should I buy a specific motherboard and chipset to make my Ryzen 5 3600 run faster? And how much faster could it really get with triple fan liquid cooling and 3600mhz RAM?

The motherboard doesn't really matter if you want to overclock, as long as the memory and power supply (VRM) are good. The real issue is with certain motherboards like those using an A320 chip that usually can't go past stock speeds. But even on those, it's not because of the chip itself; it's just that these boards are too cheap to run at high performance levels.
