It relates to something other than bankruptcy. AMD reached an agreement to license the ZEN cores (and possibly infinity fabric) but not Zen+ or Zen2 (which are found in most Ryzen 3 series chips). The Chinese firm can use those ZEN cores and incorporate additional components, such as unique features exclusive to China (while omitting some U.S.-based parts).
