To ensure smoother playback of Oblivion Remastered, I believe a decent upgrade is within reach given my current budget. I'm not very experienced with upgrades, so I'm unsure if simply increasing the RAM will suffice. The graphics cards appear to have many subtle differences, so I'm open to suggestions. Any recommendations or places to purchase would be helpful (I'm in the states). Regarding power supply, I think it might be sufficient.
Not sure if powersupply is more than enough for my needs, though it seems to have a lot more.

The 9060 XT 16GB options at around $400 are your top options, with prices near $350 or $429. For this price range, AMD is usually recommended, though certain non-gaming tasks might need or gain from using NVIDIA.

Before buying, make sure to check the specific power supply and its age, as these are the main factors affecting performance when upgrading a video card.
I also suggest the RX 9060 XT with 16GB. Unless you require it for particular tasks, the 5060 TI with 16GB is unnecessary and offers limited gains compared to the 9060 XT. I would also advise increasing your RAM to 32GB. These adjustments should significantly boost game performance. For context, the GTX 1060 performs roughly half as well as an RTX 3060.
