eh. it depends on your cooling system and fan curves. In theory, as long as you stay below 95°C everything works. For me, 80-85°C is usually the goal, since going much lower doesn’t make a difference. Also, 95°C has been Intel’s TJMax value since the P4 generation, it hasn’t changed much.
The i5 4590 reaches up to 72°C, it's a 4th generation processor unlike many newer models. The author is using a T20 Coolmaster with the update made on January 19, 2023 by WackySpace.

Well, it looks like Intel altered their records after the fact. They used to show the 4790K running well within their stated limits, but now they list Tcase instead. By the way, their current specs don’t reflect real-time measurements, so comparing it directly isn’t helpful.
