I've already attempted several solutions: reinstalling windows (both ssd and hdd), installing the latest drivers including bios, reinstalling the nvidia driver via DDU, disabling sound drivers in Device Manager, adjusting Windows settings, tweaking Nvidia settings, using different ssd and hdd, changing the psu, switching to different mice, verifying all cables are connected properly, applying Marc Mouse Acceleration fixes, testing every usb port.
Checked if all connections are secure.
Specs: GPU Rtx 2080Ti, CPU Intel i5-9600k, SSD Samsung 860 Evo, RAM Corsair Vengeance ddr4 3200, Motherboard Z390-A Pro, Monitor Acer XF270HB, PSU Corsair RM750x.
If anything was overlooked, please let me know and I'll update accordingly.
I suspect a hardware issue but would appreciate some advice before purchasing new parts, thanks.

Use Task Manager and Resource Monitor to track system performance during mouse movement. Perform this action using either Task Manager or Resource Monitor individually.

How to make and model a mouse/mice?
Uninstall the mouse drivers through Device Manager.
Download the correct drivers from the manufacturer's site, reinstall, and adjust settings.
Avoid third-party installation tools or utilities.

I'm thinking about brand and model. I've tried Roccat Kpu, Razer Viper, Razer Viper Mini, Endgamegear xm1, Logitech G403, and Logitech G Pro Wireless. The other three options didn't help either.
