It seems there were discrepancies with just the boot drive and several hardware changes since your last Windows setup. You should definitely install a brand new Windows version. Some low-level drivers may not update properly after upgrading hardware, like your 9950x3D still behaving like a 9900X in certain cases. Good luck!

whats the frame rate of these games and what settings/resolution are you setting them to there's a pretty frequent type of post we get here which falls into the category of "person who hyper fixates on the frame rate counter for online fps games and has overly high expectation for consistency" which is a problem because the issue isn;t actually visble to most people and normally wouldnt be considered a problem , but due to the users expectations there isnt a solution that can match what they expect.
In my view, reducing the frame rate from 150–200 FPS to 4–10 is quite obvious. When microstuttering occurs, it usually lasts a short time. However, the main concern isn’t the FPS itself—I’d handle 60 FPS smoothly if it stayed consistent. The real issue is that the game suddenly feels like I’m moving through thick sludge. It’s rough, but I’ve been working on it while also looking for a solution. Regarding resolution, I’m currently at 3440x1440 and have tried all settings from low to ultra without any noticeable gains.
